Newsflash: ‘List 4A’ Tariffs Reduced to 7.5%, February 14

Dear Valued Customer,

The U.S. Trade Representative (“USTR”) has announced that the Section 301 tariff on ‘List 4A’ goods from China will be
reduced from 15 percent to 7.5 percent, effective as of February 14, 2020. This change is a result of the “Phase One” trade
deal reached with China on January 14, 2020. In addition, the deal suspends the future tariff increase on ‘List 4B’, but
maintains tariffs on ‘List 1’, ‘List 2’, and ‘List 3’ pending future negotiations. Full details of the Phase One deal can be found
on USTR’s website.

‘List 4A’ of the Section 301 action against China includes goods with a total trade value of approximately $120 billion. The full

We have been informed that works of art have been excluded from the Section 301 additional tariffs on goods from China (7.5%). Exclusions are retroactive, so importers may now claim refunds on additional duties paid on Chinese artwork imported since September 1, 2019.
