Newsflash: List 4A Products Excluded from China Tariff

July 14, 2020

List 4A Products Excluded from China Tariff

Masterpiece has been informed that works of art have been excluded from the Section 301 additional tariffs on goods from China (7.5%). Exclusions are retroactive, so importers may now claim refunds on additional duties paid on Chinese artwork imported since September 1, 2019. If you have paid additional duty due to the China tariffs, please reach out to your local Masterpiece International representative for assistance filing a Post Summary Correction or Protest to recover these duties.

Please note these exclusions are scheduled to expire September 1, 2020. There is no guarantee that the exclusions will be extended. Also, note there are exceptions and that not everything classified in HTSUS Chapter 97 has been excluded. Please view the latest exclusions posted by the United States Trade Representative here. The relevant exclusions are listed below:

  • Paintings, drawings or pastels, each executed entirely by hand (the foregoing other than drawings of heading 4906 and other than hand-painted or hand decorated manufactured articles), each measuring not more than 300 cm by not more than 2,000 cm (described in statistical reporting number 9701.10.0000)
